The word comes from the triliteral root ع-ط-ف (ʿ-ṭ-f), whose core sense is to bend, turn, or incline toward. From that idea of inclining grew the noun عاطِفة, an emotion or feeling, literally a leaning of the heart. The adjective عاطِفِيّ adds the nisba suffix ـِيّ, giving the meaning relating to emotion.
