Qā'il comes from the Arabic root q-w-l, the root behind the verb qāla, meaning to say. Qā'il is the active participle of that verb, built on the fā'il pattern used across Arabic to name the doer of an action. The same root gives Arabic its everyday word for speech, qawl.
