Etymology
مُحافَظَة is the verbal noun of the Form III verb حافَظَ (ḥāfaẓa), "to keep up, maintain, safeguard something." That verb builds on the triliteral Semitic root ح ف ظ, which carries the core sense of guarding or keeping watch over something. The same root gives Arabic حَفِظَ (to protect, to memorize) and محافظ (a governor, someone charged with keeping a province). The administrative sense of "governorate" grew from the idea of a region kept and watched over by a محافظ.
