ناعِم comes from the Semitic root ن-ع-م, which centers on softness, pleasantness, and ease. The active-participle pattern فاعِل turns the verb نَعُمَ, to be soft or delicate, into the adjective for 'soft, smooth.' The same root gives Arabic نِعْمَة, blessing, and نَعِيم, bliss, both tied to the comfort that softness suggests. Hebrew shares the root directly, most visibly in the name Naomi, which means my pleasantness.
