Romanian borrowed "promova" from French "promouvoir" during the 19th-century wave of Latin-based modernization of the language. The French verb goes back to Latin "promovere", built from "pro-" (forward) and "movere" (to move). The Romanian sense of passing an exam or a school year developed locally, from the idea of being moved forward to the next grade.
