The word is formed from رُوسِيَا (Rūsiyā, 'Russia') plus the Arabic nisba suffix ـِيّ, which turns a noun into a relational adjective. Russia's name traces back to the Rus', the medieval people of the Kyivan state. Arabic borrowed the place name and applied its own native adjective-forming pattern.
