مَخْطُوب comes from the Arabic root خ-ط-ب (kh-ṭ-b), whose verb خَطَبَ means both to address a crowd and to ask for someone's hand in marriage. مَخْطُوب is the passive participle: literally, the one to whom a marriage proposal has been addressed. The same root gives خُطْبَة, the Friday sermon, since both a sermon and a proposal are formal acts of speech directed at someone.
