Romanian borrowed "federal" from French "fédéral" in the 19th century, part of a wave of Western vocabulary that entered the language during its modernization. The French word traces to Latin "foedus, foederis" (treaty, league, pact), with the adjectival suffix "-alis". Some linguists link "foedus" to the same root as "fides" (trust, faith), since a treaty rests on mutual trust between parties.
