Romanian borrowed "german" from French "germain", which in turn goes back to Latin "Germanus", the ancient name for the peoples east of the Rhine. The word entered Romanian during the nineteenth century, part of a wave of French-mediated vocabulary that modernized the language. Its origin before Latin is disputed among historians and is not securely traced further back.
