Romanian borrowed "ofițer" from French "officier" in the 19th century, during a period when the modernizing Romanian army and state administration drew heavily on French vocabulary. French "officier" itself descends from Latin "officiarius", built on "officium" (duty, service, function). The Latin word "officium" combines "ob-" (toward) with a form of "facere" (to do), so the root sense is roughly "one who performs a duty".
