أَخْلاقِيّ is a nisba (relational) adjective built on أَخْلاق, the broken plural of خُلُق (khuluq, "innate character, moral disposition"). Classical lexicographers paired khuluq with خَلْق (khalq, "physical creation, form"), treating them as the inner and outer faces of the same root خ-ل-ق. Adding the nisba suffix ـِيّ turns the noun into an adjective meaning "of or relating to character and morals." As a Semitic root, it has no Indo-European ancestor.
