The word comes from the Arabic root hamza-dal-waw. The plural أَدَوات shows the final weak radical wāw that the singular hides. Many lexicographers link it to the verb أَدّى, to carry out or perform, so an أَداة is the means by which a task gets done. The sense later widened from a physical implement to a grammatical particle.
