The verb comes from the Semitic root ق-ل-ع, which carries the basic sense of pulling something out or uprooting it by force. The Form IV pattern أَفْعَلَ turns this into a caused or entered state: a person removes themselves from a habit, a ship pulls free of its mooring, or an aircraft lifts clear of the ground. The sense of rain clearing up follows the same logic, as clouds are pictured as lifting away.
