أَوْقَع comes from the triliteral Semitic root و-ق-ع (w-q-ʿ), whose base verb وَقَعَ means 'to fall' or 'to happen'. Arabic builds a causative by adding a prefix أَ- and lengthening the pattern to أَفْعَلَ, so أَوْقَعَ literally means 'to make fall' or 'to make happen'. From that literal sense the word extended to 'inflict', 'bring about', and 'cause to fall into (a trap or crisis)'. As a Semitic root it has no Proto-Indo-European ancestor.
