The word is built on إِنْجلِيز (Ingilīz), the Arabic name for the English, plus the nisba ending ـِيّ that turns a noun into a relational adjective. The name itself entered Arabic as a borrowing of the European word for the English, ultimately from the Angles, a Germanic people. Persian and Turkish took the same name by similar routes.
