Etymology
The verb comes from the Semitic root ب-ت-ت, a geminate root built around the idea of cutting something off cleanly. In Classical Arabic this physical sense of severing extended to the abstract domain of judgment: to cut off debate on a question is to decide it finally. That legal and administrative sense, ruling or settling a matter with no room left for appeal, is now the verb's dominant use.
