تَسْلِيم is the verbal noun of the form II verb سَلَّمَ, from the Semitic root s-l-m, which carries the sense of being whole, safe, and at peace. From that core, form II shifts the meaning toward making something pass safely into another's hands, hence handover, delivery, and surrender. The same root gives سَلَام (peace) and إِسْلَام (submission to God).
