Form I قَبِلَ already means 'to accept, consent to'. تَقَبَّل is the Form V (تَفَعَّل) derivation, which adds a reflexive, gradual, or effortful nuance, so it leans toward 'to bring oneself to accept' or 'to receive willingly', often with a warmer or more deliberate tone than the plain Form I verb.
