Etymology
دَبَّر comes from the Semitic root د ب ر (d-b-r), whose base sense involves the back or the end of a thing. The Form II verb turns that into a causative and intensive action: to look at the back end of a matter, weigh its outcome, and arrange it accordingly. Over time this settled into the everyday sense of managing, planning, or organizing affairs.
