Tadbīr is the verbal noun of the Form II verb dabbara, built on the triliteral root d-b-r. That root's core sense is 'back' or 'behind', as in dubur (rear) and adbara (to turn one's back). The extended sense of dabbara, to look at what comes after and plan accordingly, gave the verb its meaning of managing or arranging, and tadbīr is simply the noun for that act.
