خَفَّض comes from the Semitic triliteral root kh-f-ḍ, whose base sense is lowness. The simple Form I verb خَفَض already means to be low or to lower. Doubling the middle radical produces Form II, خَفَّض, which gives the root a causative and intensive force: to actively make something lower. This pattern is standard in Arabic for turning a stative or simple verb into a deliberate, transitive action.
