تَقْرِير is the verbal noun of the Form II verb قَرَّرَ, meaning to settle, decide, or state. It draws on the Semitic root ق-ر-ر, which carries the idea of settling and making firm. A report, in this sense, is the act of setting facts down firmly. The same root gives قَرَار, decision, and اِسْتِقْرَار, stability.
