تَكَرَّر comes from the Arabic root ك-ر-ر, which carries the sense of returning or repeating. That root already doubles its second and third letters, and the Form V pattern تَفَعَّلَ adds a further reflexive layer, turning the causative verb كَرَّرَ (to repeat something) into تَكَرَّرَ (to become repeated, to recur on its own). Arabic is a Semitic language, so it has no Indo-European root.
