جَلِيّ comes from the root ج-ل-و (j-l-w), whose base verb جلا means to polish, uncover, or make clear. The adjective follows the فَعِيل pattern, which often marks a quality someone or something possesses, here the quality of being uncovered and plain to see. The same root gives تجلّى, to become manifest, a term also used in mystical and religious writing for divine revelation.
