Etymology
حاكِم is the active participle of the verb حَكَمَ (ḥakama), meaning to judge or to rule. Both words come from the triliteral Semitic root ح-ك-م, which carries the core sense of judgment and authority. Arabic is a Semitic language, not Indo-European, so there is no PIE root behind it. The same root gives Arabic حُكْم (judgment, rule) and حِكْمَة (wisdom).
