دَفَع comes from the Semitic triconsonantal root د-ف-ع, whose basic sense is to push or thrust. From that physical meaning the verb extended to repelling an enemy and, by a further step, to handing over money, that is, to pay. The same root gives the words for defense (دِفاع) and the cannon (مِدْفَع), both tied to driving something back or forward.
