رِعايَة is the verbal noun of the verb رَعى, which first meant to graze or tend livestock. The shepherd who watches over a flock gave the word its sense of careful attention, so رِعايَة came to mean care, protection, and looking after people. The root ر-ع-ي is old and Semitic, with relatives in Hebrew and Aramaic that also describe shepherding and tending.
