شَعْب comes from the Semitic root ش-ع-ب, which carries senses of both branching apart and gathering together. From the notion of people grouped as one comes the meaning of a people or nation. The same root yields شُعْبة, a branch or division, and شِعْب, a mountain pass. Arabic uses شَعْب widely in political speech to name the citizenry as a body.
