شَعْر comes from the Semitic root ش-ع-ر (š-ʿ-r), a root shared across Semitic languages for both hair and the idea of sensing or perceiving. The link is thought to run through the image of hair standing on end when something is felt or noticed, which is also why the same root gives Arabic its words for feeling, awareness, and even poetry. Arabic is a Semitic language, not Indo-European, so it has no Proto-Indo-European ancestor.
