The word comes from the Arabic root ص ل ح (ṣ-l-ḥ), which carries the sense of being good, sound, or right. From this root comes the verbal noun صلاح (ṣalāḥ, goodness or soundness), and adding the abstract-noun suffix -iyya turns that quality into صلاحية: the state of being valid, fit, or empowered to act. This suffix pattern is common in Modern Standard Arabic for coining abstract nouns, seen also in مسؤولية (responsibility) and فعالية (effectiveness). Arabic is a Semitic language, so it has no Indo-European root.
