قَرَّر is a Form II verb built on the Semitic root q-r-r, which means to settle, rest, or be stable. Doubling the middle consonant adds a causative sense: to make a matter settled, that is, to decide. It is closely tied to قَرَّ (to be settled) and اِسْتَقَرَّ (to become stable).
