مُتَوَفِّر is the active participle of تَوَفَّرَ, a Form V verb built on the triliteral root و-ف-ر, which carries the sense of abundance and plenty. Form V typically marks a state the subject enters or comes to have, so تَوَفَّرَ means to become plentiful or to be on hand, and its participle مُتَوَفِّر describes something in that state: available. The same root gives وَافِر, meaning ample or abundant, and وَفَّرَ, meaning to save or provide.
