مُجْرِم is the active participle of the form IV verb أَجْرَمَ, "to commit a crime or sin." It is built on the triliteral root ج-ر-م, whose older sense relates to cutting and, by extension, to doing wrong. Arabic is a Semitic language, so it has no Proto-Indo-European root.
