Επαρχία comes from ancient Greek ἐπαρχία, itself built on ἔπαρχος, meaning governor or prefect. That word combines ἐπί, meaning upon or over, with a form of ἄρχω, meaning to rule. The abstract suffix -ία turns the ruler's title into the name of the territory he governs.
