Ναύαρχος is an ancient Greek compound of ναῦς, meaning ship, and a form of ἄρχω, meaning to rule or command. Together the parts mean commander of ships. The word already denoted a fleet commander in classical Athens and Sparta, and modern Greek kept it as the formal term for the naval rank of admiral. The ship element has a well established Indo-European pedigree; the origin of ἄρχω itself is debated among linguists.
