Παρατηρώ combines the prefix παρά (beside, alongside) with the verb τηρώ (to watch over, to keep). Together they originally meant to keep close watch over something. Over time the sense broadened from simple watching to noticing and, in formal speech, to remarking on what one has noticed. The root of τηρώ is of uncertain origin, so no secure Indo-European root is assigned to it.
