Etymology
The word joins πρῶτος, meaning first, with ὑπουργός, meaning minister or servant of the state. When the two combine, the final tau of πρῶτος turns into theta because of the rough breathing that once opened ὑπουργός, a standard sound shift in Greek compounding. The result reads literally as first minister, the same logic behind the English term prime minister.
