Romanian borrowed "locotenent" from French "lieutenant" during the 19th-century modernization of its vocabulary. The spelling was reshaped to match the word's Latin ancestry, "locum tenens", literally "holding the place" of someone else. The same Latin phrase, taken more directly, gives English its legal and medical term "locum".
