Locuitor is built inside Romanian, not borrowed whole. The base is loc, meaning place, which comes from Latin locus. Romanian added the verb-forming suffix -ui to get a locui, to dwell or to live somewhere, then added the agent suffix -tor, from Latin -torem, to name the person who does that action. The result is a native Romanian coinage meaning one who dwells.
