Popor comes from Latin populus, meaning people or nation. The Latin intervocalic l regularly became r in Romanian, a sound change called rhotacism, the same shift seen in sol becoming soare and sal becoming sare. So populus turned into popor through ordinary Romanian phonetic evolution rather than borrowing.
