Propune comes from Latin proponere, a compound of the prefix pro- (forward, forth) and ponere (to put, to place). Romanian kept both pieces alive: the native verb a pune still means "to put," and pro- attaches to it the same way it did in Latin. The result is a verb that literally means "to put forward," which is exactly what proposing an idea does.
