Etymology
Stat entered Romanian in the nineteenth century from French état and Italian stato, both of which descend from Latin status, a standing or condition. That Latin noun comes from the verb stare, to stand. Romanian also has its own native verb a sta, to stay or to stand, whose past participle is likewise stat, so the country/government sense and the participle share a form by coincidence of shared Latin ancestry.
