Romanian "strat" comes from Slavic, from Old Church Slavonic "stratŭ", meaning bed or layer. That Slavic word traces back to the Proto-Indo-European root for spreading something out flat. The same root reached English through Latin "sternere/stratus", giving words like "stratum" and "street". So Romanian "strat" and English "stratum" are distant relatives that arrived by separate routes, one Slavic, one Latin.
