Traficant entered Romanian in the 19th century from French trafiquant, the present participle of trafiquer, meaning to trade or deal. French borrowed the word from Italian trafficare. The deeper origin of the Italian verb is debated among etymologists, with no agreed root, so no Proto-Indo-European form can be given with confidence. Romanian kept the French agentive shape rather than building the word from native parts.
