إِجْراء is the verbal noun of the Form IV verb أَجْرى, meaning to make run or to carry out. It comes from the triliteral root ج-ر-ي, whose base verb جَرى means to run, to flow, or to happen. The sense moved from physical flow to setting a process in motion, and from there to a concrete measure or procedure.
