كُلِّيّ is built from the noun كُلّ, meaning all or the whole, plus the nisba suffix ـِيّ, which turns a noun into a relational adjective. The base goes back to the Semitic root k-l-l, the idea of being whole or complete. So the word literally means pertaining to the whole, and from there it came to mean total and universal.
