بُطْء is the masdar, or verbal noun, of the triliteral root ب-ط-أ, seen in the verb بَطُؤَ, to be slow. Arabic builds abstract nouns like this straight from the verb's root without borrowing from outside the language. The root is Semitic, not Indo-European, so there is no Proto-Indo-European ancestor to trace.
