بِلْيُون is a modern loanword, taken directly from French or English "billion" into Arabic in the 20th century, as Arabic financial and scientific writing needed a term for the number 10^9. It has no root in the classical Arabic triliteral system. Many Arabic varieties use مليار (from French "milliard") for the same value instead, so the two terms compete regionally.
