تَخْفِيض is the verbal noun (maṣdar) of the Form II verb خَفَّضَ, khaffaḍa, meaning to reduce or lower something. Both trace to the triliteral Semitic root خ-ف-ض, which carries the core sense of being low or sinking down. Arabic is a Semitic language, not Indo-European, so it has no PIE root.
