Tarkhīṣ is the Form II verbal noun of the Arabic root r-kh-ṣ, whose core sense is softness, ease, or cheapness. From that base meaning the root extended to cover permission and dispensation, something eased or allowed rather than forbidden. The Form II verb rakhkhaṣa turned that idea into an action: to grant a license or authorization.
